Regulatory Compliance & Self-Assessment against National Quality Standards

We have extensive experience in reviewing compliance against both the HIQA and Mental Health Commission Regulations and Standards. We work with organisations who are challenged in meeting their regulatory obligations and enable them to improve their level of compliance. We provide training for all staff to give them confidence and prepare them for unannounced inspections.
We have developed a suite of bespoke self-assessment tools for a range of Standards.

These tools enables the development of an improvement plan which is a requirement of the Regulations and Standards to demonstrate quality improvement. The standards include the following examples:

● Draft National Standards for Home Support Services (HIQA, 2024)

● National Standards for Residential Care Settings for Older People in Ireland
(HIQA, 2016)

● HIQA & Mental Health Commission Standards for Adult Safeguarding (2019)

● Infection control standards in the Community Setting (HIQA, 2019)

We have developed a client experience survey based upon the Principles within the HIQA National Standards and can undertake an independent survey with a random selection of your Residents / Service Users to provide you with a report that is an honest, transparent reflection of their experience of using your services.

Clinical Governance Review

By following these steps we will support your organisation in developing a Clinical Governance Framework.

Step 1: Establish organisational arrangements for developing and implementing the clinical governance framework.

We will clarify the roles of your governing body and senior executive in clinical governance and secure their commitment to the quality and safety of clinical care. We will engage with your clinical and support staff to gain their input about clinical governance. This will create a shared understanding about the quality and safety of clinical care, clarify roles and responsibilities for providing this care, and ensuring organisational support for staff providing this level of care.

Step 2: Understand your service and Service Users
The nature of your service and the clinical needs of your Service Users will influence your arrangements for clinical governance. Aspects of your service that you need to have knowledge of include how Service Users access clinical care, the characteristics, needs and clinical risks of your Service Users and who delivers clinical care, including interactions with visiting and external health practitioners.

Step 3: Understand what is already in place
You will have clinical governance arrangements in place which we can review and bring all the elements together to create your organisation’s Clinical Governance Framework. We will examine your current position in relation to:

● Organisational culture and how much it currently supports and encourages the
workforce and visiting practitioners to provide safe, quality clinical care
● The needs, goals and preferences of Service Users under your care
● The policies, processes and systems that support clinical quality and safety
● The processes for measuring and reporting on clinical quality and safety performance
● The workforce understand their roles and are able to deliver safe, quality clinical care
● Effective relationships with visiting practitioners and external providers.

Step 4: Write your clinical governance framework
Having completed steps 1-3 with your staff; we will support you in writing your organisation’s Clinical governance framework to guide them on the implementation of what has been agreed during the consultation process.
